Copilot in Teams and Enterprise

Intermediate 🕐 10 min Lesson 12 of 13
What you'll learn
  • Compare Copilot Business and Enterprise plans by features, AI credit allotment, and requirements
  • Identify the key admin controls available to organisation administrators
  • Explain how knowledge bases work and which plan tier includes them

From Individual to Organisation

Individual Copilot plans (Pro, Pro+, Max) are controlled entirely by the developer. When Copilot is deployed across a team or company, someone needs to manage access, set policies, monitor usage, and ensure compliance. Copilot Business and Enterprise are the plans designed for that context.

The central difference from individual plans is not just price — it is control. Admins can decide which models employees use, whether third-party extensions are allowed, which repositories have access to Copilot, and what data handling rules apply.

Admin Controls

Organisation administrators manage Copilot from the organisation's settings page on GitHub.com under Settings → Copilot. Key controls include:

  • Seat management — Assign and revoke Copilot access per user or per team. View who is actively using Copilot versus who has a seat assigned but is not using it.
  • Model policies — Restrict which models employees can use. Useful if your legal or compliance team has approved specific models and not others.
  • Extension policies — Allow or block Copilot extensions (MCP servers and third-party tools) organisation-wide, or leave the decision to users.
  • Content exclusions — Exclude specific files or repositories from Copilot's context. Use this for files containing sensitive data, proprietary algorithms, or credentials that should never be sent to the model.
  • Coding Agent enablement — The Coding Agent is disabled for Business and Enterprise by default and must be explicitly enabled by an admin.

Usage Dashboard

Business and Enterprise accounts include a usage dashboard showing AI credit consumption per user, per team, and per feature. This helps you identify power users who might benefit from a higher-tier plan, teams that have not yet adopted agentic features, and whether your organisation's monthly credit allotment is sufficient.

Knowledge Bases (Enterprise Only)

Knowledge bases are an Enterprise-only feature that indexes your private repositories and makes them available as a Retrieval-Augmented Generation (RAG) source for Copilot Chat on GitHub.com. When a knowledge base is configured, Copilot can answer questions like "How does our authentication system work?" by actually searching your private codebase — not just the repo you have open.

Set up knowledge bases under your organisation's Copilot settings. Index as many or as few repositories as needed. Users reference knowledge bases in chat with the @ prefix, similar to the workspace context reference.

Audit Logs

Both Business and Enterprise include audit logs for all Copilot interactions. Logs capture which users used Copilot, on which repositories, with which features, and how many credits were consumed. Audit logs are available via the GitHub Audit Log API and can be exported to SIEM systems for compliance monitoring.

Try This

If you are an administrator of a GitHub organisation, open github.com/organisations/YOUR-ORG/settings/copilot and explore the settings available. Check which users have Copilot seats assigned and whether the Coding Agent is enabled. If you are not an admin, ask your administrator to share the usage dashboard — seeing credit consumption patterns is one of the best ways to identify whether your team is getting value from the features you are paying for.

Key takeaways
  • Copilot Business includes 1,900 AI credits per user per month; Enterprise includes 3,900 — both charge $0.01 per credit over the allotment
  • The Coding Agent is disabled by default on Business and Enterprise accounts and must be explicitly enabled by an organisation administrator
  • Knowledge bases (RAG over private repos) are an Enterprise-only feature that requires GitHub Enterprise Cloud
